Simple Run Blocker is a very simple application that can block specific apps from being launched.
You can simply add applications to a block list and choose to block all of them. At any time you can disable blocking or remove applications from the list.
Alternatively, you can add applications to the list that are allowed to be run, while everything else will be blocked.
