LanShutDown is a one click application to shutdown or reboot a remote computer.
Given the correct network permissions, the tool should be able to remotely shut down a Windows PC, if you have the privileges necessary. You can also display a message on the remote computer before the download.
Keep in mind this tool was designed for Windows XP and doesn't appear to have been specifically updated for future versions of Windows, and so whether or not it functions properly on all systems is unclear.
