Easy Services Optimizer can turn on and off Windows services with the goal of freeing up resources.
Some services that start with Windows are not vital to the running of the operating system. These services can be stopped to save resources, but that may cause some problems with other software and functions.
Nevertheless, this tool can rapidly kill a large number of services in Windows.
Note that while this might increase performance on Windows XP, Vista and older operating systems, services are much better managed in Windows 7 and newer and so the impact may not be as noticeable.
