RightClick ReplaceThis can replace files easily in Windows even if Windows won't allow you to because the file is being used.
Right-Click a File and Choose ReplaceThis: It will load a dialog box and let you choose a file to replace the selected file.
It should work well on Windows 7 and Windows 8 at least.
